To operate a business in the City of Bethany, a business license is required. The City has transitioned to a new online permitting and licensing system to make the process more efficient and accessible.
All business license applications must now be submitted through our online portal: citizenserve.com/bethany
Through this system, you can:
- Submit new business license applications
- Upload required documents
- Track the status of your application
- Receive notifications and updates
Required Documentation:
A copy of your Oklahoma Tax Commission Card must be uploaded at the time of application.
Application Review & Payment:
Once your application has been reviewed and approved, you will be notified through the portal with your license fee. Payment can be made directly within the system using a credit or debit card.

How to Apply for a Business License in Bethany
The City of Bethany now uses an online system to make applying for a business license faster and easier.
Step 1: Go to the Online Portal
Visit citizenserve.com/bethany to get started.
Step 2: Login or Create an Account
Login using your account credentials. If you’re a new user, you’ll need to create an account by using your email to create a new account. This will allow you to submit applications, upload documents, and track your progress.
Step 3: Submit Your Application
Select the business license application that applies to your business and complete all required fields.
Step 4: Upload Required Documents
You will need to upload a copy of your Oklahoma Tax Commission Card as part of your application.
Step 5: Track Your Application
You can log in at any time to check the status of your application or respond to any requests for additional information.
Step 6: Pay Your License Fee
Once your application is approved, you will be notified through the portal. You can then pay your license fee online using a credit or debit card.
